I suggest that we should refer a copy of the questions to the Governor of Hong Kong by despatch explaining the circumstances in which they have been put to us by Mr. Looker (whose name is, of course, well-known in Hong Kong) on the lines of my minute above. Mr. Looker had no objection to this information being passed on to the Governor so that they could appreciate his purpose in seeking the answers to his questions.
